Program Overview:
This program is designed to equip participants with knowledge and skills necessary to sustain a modern legislature. Legislatures work under constant pressure to enact laws and review national and state policies efficiently and effectively in an ever-changing and complex environment. Working in this environment requires close attention to how the process is managed and how people are aligned to help the institutions function effectively. The focus of this program will be on organizational structure and the practical techniques needed for managing legislative institutions in Nigeria.

Elected officials and senior legislative staff at the National and State levels who are managers of the legislative institution will benefit from this training program
Learning objectives:
At the end of the program, participants will be able to:
* formulate legislature’s mission, purpose, philosophy and goals;
* conduct analyses that reflect the legislature’s internal / external environment using the SWOT analysis;
* identify the most desirable options by evaluating each option in the light of the legislature’s mission and goal;
* select a set of long-term objectives and grand strategies that would achieve the most desirable options;
* develop short-term objectives and strategies that are compatible with the selected set of long-term objectives and goals; and
* implement strategic choices by means of budgeted resources allocation in matching tasks, people, structure, technologies, and reward system.
Course Outline
Module 1: Role of Legislative Staff
- The relationship between career and political staff appointments
- Effective allocation of staff to support member offices, committees, leadership and administrative services
Module 2: Legislative Organization
- Comparative analysis of legislative and parliamentary models
- Review of unicameral and bicameral structures
- How to work with leadership offices and through committees
- How can the legislative branch have a more productive relationship with the executive branch?
Module 3: Managing the Legislative Support Offices
- Budgeting, staffing and training
- Determining what legislative support offices are
appropriate for a specific purpose:

- committees,
- administration and members’ offices
Training Methodology
Lectures, discussions, exercises, case studies, audio-visual aids will be used to reinforce these teachings/learning methods.
